KANUKOKA is an acronym for "Kalaallit Nunaanni Kommunit Kattuffiat", "The National Greenland Association of Regional Authorities".
KANUKOKA represents the common interests of regional authorities ("municipalities") in Greenland. Regional authorities are comparable to regional governments in US and Canada. The primary aim for KANUKOKA is to develop knowledge transfer between the regional units, and to assist the regional authorities with consultations and negotiations with national entities.
The National Association was founded July 24, 1972 as an effort to strengthen local autonomy and influence the distribution of functions between central government and regional government.
January 1, 2009, a reform in the public sector was initiated with the merger of 18 regional authorities into 4. The reform aims to enhance a higher degree of independence for the regional governments by transfering responsibilities from the Government of Greenland to the 4 regional authorities.
The four regional municipalities are: Kommune Kujalleq, Kommuneqarfik Sermersooq, Qeqqata Kommunia and Qaasuitsup Kommunia.
The fourth municipality Kommuneqarfik Sermersooq resigned as a member of KANUKOKA January 1, 2016, due to disagreements on economic equalization policy between municipalities.
KANUKOKA is a non-governmental organization, financed by membership fees, with following key objectives:
- To act in the common interest of its members
- To strengthen the cooperation between its members
- To represent its members in negotiations with the Government of Greenland
- To hold courses and discussions for staff and politicians
The Board of KANUKOKA is appointed by the regional authorities for a four year period to manage business of the association. Board members after the extraordinary general assembly of delegates January 17, 2016:
